The Bank of Russia reported on 22 September that consumer loan balances rose 1.7% in August 2026, household funds at banks fell 0.2%, and corporate funds rose 1.9%. These are monthly banking-sector balance changes with different denominators, not a tracing of flows within an individual bank.

A sector comparison is not a liquidity diagnosis.
An international reader should not subtract the deposit percentage from the loan percentage and interpret the result as a funding gap. The underlying amounts differ, and institutions within a banking system have different liability structures. The release concerns Russia; it is neither evidence of a global credit trend nor proof of a shortage at a particular lender.
The useful operating question is narrower: what cash commitments accompany the next expansion in lending? A planning exercise should combine new disbursements, repayments from the existing book and potential drawings on already committed facilities. A target expressed only as the number of new contracts can miss material cash requirements. Treasury and product teams need a common schedule before they debate a growth target.
Price the additional resources, not only the existing book.
A lending product can appear profitable when assessed against the average cost of liabilities already raised. The next increment of lending may require a more expensive deposit campaign, wholesale facility or another source of funding. Those incremental terms belong in the decision to expand. Otherwise, the model attributes an existing funding advantage to business that cannot actually obtain it.
Concentration deserves a separate test. A large corporate balance may be available today without remaining available for the life of a retail loan portfolio. The team can examine a hypothetical withdrawal and the cost of replacing that funding under less favourable terms. This is a proposed planning scenario, not a claim that the Russian release predicts such an event.
Agree when the growth plan changes.
A practical governance arrangement gives product, treasury and risk teams a shared set of triggers: the price of additional funding, available liquidity and the repayment profile supporting it. The decision owner should be clear before a trigger is reached. A sales team cannot adjust appropriately if the assumptions behind its budget change without a corresponding operating decision.
For a non-bank lender, the relevant liability may be an investor commitment or a credit facility rather than customer deposits. The same planning discipline applies, but its assumptions must reflect the institution and jurisdiction. Russian sector data cannot supply those assumptions for another market. The investment question is whether additional lending remains attractive after the actual cost, duration and availability of its financing are included.
