The Bank of Russia clarified on 30 September that, from 1 October 2026, an MFO cannot issue a new loan with an annual total cost of credit above 200% to a person who already has two outstanding loans or credits above that threshold.

A local rule with a wider design lesson.
This restriction applies to Russian microfinance organisations; it is not a new international lending standard. For teams assessing a Russian lending operation, it creates a concrete implementation question: can the organisation explain why a particular product remained eligible when funds were released? For lenders elsewhere, the useful comparison is the reliability of their own jurisdiction-specific decision controls.
Affordability, product eligibility and commercial pricing should be distinguishable in the decision record. A borrower can pass one test and fail another. Combining every negative outcome into a generic decline makes it difficult to diagnose conversion changes or determine whether a data problem is preventing an otherwise valid assessment. Legal interpretation should be confirmed separately before a policy is translated into production rules.
Test the gap between assessment and funding.
An operating review should examine delayed data, conflicting debt statuses and repeated applications. A customer reporting that an obligation has been repaid is different from receiving a confirmed update from the relevant source. The design needs an explicit treatment of that gap, including who resolves a discrepancy and which evidence supports the eventual decision.
An unavailable external service should not silently produce the same result as a clean response. Define pending states, retries and ownership of unresolved cases. A useful internal test also submits concurrent applications for the same customer and repeats a request after a connection failure. The goal is to establish that timing and retries cannot accidentally defeat the intended control or create duplicate funding. These are suggested engineering tests, not a description of prescribed technical implementation.
Measure the eligible funnel.
Commercial reporting should separate applications, eligible offers and funded loans. A stable cost per application can hide a change in the cost of acquiring a customer whom the product can actually serve. Break down outcomes by acquisition channel and decision reason before changing marketing budgets. This makes the operational effect visible without assuming that a restriction automatically produces a particular level of revenue loss.
Customer communication matters too. Repaying an existing obligation should not be presented as a guarantee of future approval. Any alternative product needs its own affordability and economic assessment. Who can resolve a disputed debt status, and what can support staff explain without making promises? Answering those questions connects policy implementation to the customer journey and gives management a more useful readiness test than checking whether a new rule exists in the decision engine.
